| The Quality Circle (QC) movement was launched in Singapore in 1981 and has progressed into its 27th year since its inception. With the transformation from Quality Circles (QCs) to Innovation & Quality Circles (IQCs) in 2000, the IQC movement has reached all sectors of the economy. |

IQCs are about teams of individuals working together to enhance innovation and quality in enterprises. They now have to increasingly focus on innovation as a key factor for business success. Organisations have to increase their innovative capacity and create value to remain competitive and sustain business growth. Various activities have been implemented to sustain the IQC Movement in Singapore. They include the organising of the National IQC Conventions; International QC Conventions and National IQC Awards. NATIONAL IQC CONVENTION The National IQC Convention is a national level convention organised for organisations with IQC to participate. Two modes of assessments are available to offer our customers greater flexibility and convenience. Organisations can apply for In-Company Assessment at any time of the year or participate at the National IQC Convention on a half-yearly basis.
From 1 January 2005, the revised IQC assessment criteria will replace the ASSET Tool. The IQC Assessment Guide will assist teams to understand the Assessment Criteria.
Below are some pre-qualifying conditions for the mode of assessments. - In-Company Assessment
- Public Convention
- Report Submission
IN-COMPANY ASSESSMENT In-company assessment is introduced to offer organisations the flexibility and convenience of having their teams assessed in their own premises at a time suitable for them. Organisations may leverage on their existing platforms such as the in-house quality conventions to conduct the assessment. Each team will be charged $75 (subject to prevailing GST charges) for the assessment. The teams will be assessed using the revised IQC assessment criteria and results of the assessment will be made known to the teams at the end of the session. Certificates and a feedback report for each team will be provided within four weeks from the presentation. The management representative will be notified when the reports and certificates are ready for collection.To apply for In-Company Assessment, the company: - Should have a minimum of six teams per session,
- Should organise and provide details of the Convention / presentation platform to the IQC Secretariat.
The application and assessment process is based on an eight-week window period illustrated in the table below (applicable to both in house and public convention): | Week | Activity | Timeline | 4 weeks before | A) Submission of registration form & fees - Fax the completed registration form to 6272 5095

PUBLIC ASSESSMENT The public convention is introduced to offer organisations that do not have the resources or the sufficient number of teams to have their own internal assessment platform. This allows organisations to plan and choose a session that fits their project completion and work schedules. Each team will be charged $120 (subject to 7% GST) for the assessment.
The teams will be assessed using the revised IQC assessment criteria and results of the assessment will be made known to the teams at the end of the session. Certificates and a feedback report for each team will be provided within four weeks from the presentation. REPORT SUBMISSION For both assessments, participating teams are required to submit the following at least one month before the desired convention date. - Completed Application Form
- Three copies of each report; and
- Softcopy of the reports in one CD
Reports should be - at least 10 pt font size,
- 15 page single-sided, A4 including annexes
Copyrights to the reports are assigned at point of submission unless otherwise stated by the organisations. Companies submitting reports containing trade secrets or issues discussing national security may wish to withhold the copyrights. The reports will be stored in an online repository for knowledge sharing purposes.
