  About SPA

The Singapore Productivity Association (SPA) was set up in 1973 as an affiliated body of the then National Productivity Board, now Standards, Productivity and Innovation Board (SPRING Singapore). Its object is to promote the active involvement of organisations and individuals in the Productivity Movement and to expedite the spread of productivity and its techniques.

The Association has a Governing Council which is headed by Mr Png Cheong Boon, Chief Executive, SPRING Singapore. The Council is responsible for laying down the policies of the Association. Past Chairmen includes Mr Mah Bow Tan, Minister for National Development; and Mr Lim Boon Heng, Minister, Prime Minister’s Office. A Management Committee, comprising elected members, plans and implements the activities of the Association. The present President of the Management Committee is Dr Ahmad Magad, Member of Parliament Pasir Ris-Punggol GRC and Group Managing Director, II-VI Singapore Pte Ltd. The Immediate Past President is Mr Charles Chong, Member of Parliament, Pasir Ris-Punggol GRC.
The mission of the Association is to raise the Productivity of Organisations and Individuals in Singapore.
The Association organizes Conferences and Seminars, short courses, talks and company visits to propagate the acquisition of knowledge and skills. Longer courses focusing on management competencies to drive improvements in market share, reduce costs and to improve service are also available.
Since 1994, the Association has trained some 1000 foreign participants in various programmes conducted for a number of organizations, including:

  • Ministry of Foreign Affairs, Singapore
  • Ministry of Trade and Industry, Singapore
  • SPRING Singapore
  • Asian Productivity Organisation
  • Association for Overseas Technical Scholarships

Our international participants come from: ASEAN, especially Cambodia, Laos, Myanmar and Vietnam, China and the British Commonwealth.
To learn the best practices of companies known for business excellence, the Association has regularly organised overseas study missions. In the last 2 years, some 170 participants have visited various countries, including Japan, Korea, Australia and Hong Kong.
The Association is the Administrator of the Ministry of Community, Youth and Sports’ Pro-Family Business Mark.
The Association is the managing agency for the International Management Action Award.
The Association offers two types of membership: Institutional and Individual. Membership is open to individuals and organisations that have interest and conviction in the objectives of the Productivity Movement.
As members, they enjoy the following benefits:

The Quality Circle (QC) movement was launched in Singapore in 1981 and has progressed into its 25th year since its inception. With the transformation from Quality Circles (QCs) to Innovation & Quality Circles (IQCs) in 2000, the IQC movement has reached all sectors of the economy.

IQCs are about teams of individuals working together to enhance innovation and quality in enterprises. They now have to increasingly focus on innovation as a key factor for business success. Organisations have to increase their innovative capacity and create value to remain competitive and sustain business growth.

Various activities have been implemented to sustain the IQC Movement in Singapore. They include the organising of the National IQC Conventions; International QC Conventions.
